چکیده

Often an organization or government must allocate goods without collecting payment in return. This may pose a di¢ cult problem either when agents receiving those goods have private information in regards to their values or needs or when discriminating among agents using known di¤erences is not a viable option. In this paper, we …nd an optimal mechanism to allocate goods when the designer is benevolent. While the designer cannot charge agents, he can receive a costly but wasteful signal from them. We …nd conditions for which ignoring these costly signals by giving agents equal share (or using lotteries if the goods are indivisible) is optimal. In other cases, those that send the highest signal should receive the goods; however, we then show that there exist cases where more complicated mechanisms are superior. Finally, we show that the optimal mechanism is independent of the scarcity of the goods being allocated.

Competitive Repeated Allocation without Payments

We study the problem of allocating a single item repeatedly among multiple competing agents, in an environment where monetary transfers are not possible. We design (Bayes-Nash) incentive compatible mechanisms that do not rely on payments, with the goal of maximizing expected social welfare. We first focus on the case of two agents. We introduce an artificial payment system, which enables us to ...

Dominant Strategy Implementation of Bayesian incentive Compatible Allocation Rules*

A large literature on incentive mechanisms represents incentive constraints by the requirement that truthful reporting be a Bayesian equilibrium. This paper identifies mechanism design problems for which there is no loss in replacing Bayesian incentive compatibility by the stronger requirement of dominant strategies. We identify contexts where it is possible to change the transfer payments of a...

Throughput Maximization for Multi-Slot Data Transmission via Two-Hop DF SWIPT-Based UAV System

In this paper, an unmanned aerial vehicle (UAV) assisted cooperative communication system is studied, wherein a source transmits information to the destination through an energy harvesting decode-and-forward UAV. It is assumed that the UAV can freely move in between the source-destination pair to set up line of sight communications with the both nodes. Since the battery of the UAV may be limite...

Optimization Driven Approaches for Subsidy Allocation and Supply Chain Procurement

This thesis introduces several new models in operations management, that are motivated by practical settings. It studies these models in an optimization-driven approach, employing mathematical programming techniques to derive important structural and algorithmic insights on the corresponding problems. In the first part of the thesis, we study subsidy allocation problems under budget constraints...

Pricing Infinite Horizon Programs *

This paper continues the earlier studies [ 17, 181 whose object was to develop an abstract framework for the analysis of problems of resource allocation in continuous time over an infinite horizon. These papers gave conditions on the preferences and technology sufficient to guarantee the existence of an optimal program. In this paper I shall provide an answer to the following question. What str...
